NOTICE OF PUBLIC HEARING The Philadelphia Authority for Industrial Development (the "Authority") will hold a public hearing on March 22, 2016, at 10:00 a.m. in the offices of the Philadelphia Industrial Development Corporation located at 1500 Market Street, 2600 Centre Square, West Tower, Philadelphia, PA 19102-2126 to discuss the issuance of tax-exempt revenue bonds or notes (the "Bonds") for the following project (the "Project"): A. Initial Owner and Operator: The Wistar Institute of Anatomy and Biology (the "Borrower") B. Maximum Amount of Bonds: $60,000,000. C. Description of Project: (1) the refinancing of the Authority's Revenue Bonds, Series of 2011 (The Wistar Institute of Anatomy and Biology Project) (the "2011 Bonds") which financed the renovation of existing buildings and the construction of a new research tower (the "Research Tower") for the Borrower at the Project Location described below including (i) demolition of approximately 32,000 square feet of existing buildings consisting of a vivarium, adjacent labs, utility sheds and other related areas, (ii) renovations to the existing four-story, approximately 79,000 square foot Cancer Research Building including construction of a new vivarium and recladding of exterior walls, (iii) renovations to an existing three-story, approximately 78,000 square foot building, (iv) construction of the six-story, approximately 89,700 square foot Research Tower containing research laboratories and related facilities, (v) replacement of existing mechanical, electrical and plumbing systems in the existing buildings described above (which systems will also be used by the Research Tower), (vi) structural improvements to the existing buildings described above, (vii) construction of a new approximately 2,700 square foot lecture hall, a new central atrium and a new public entrance on Spruce Street, (viii) related infrastructure, utility, site preparation and environmental costs, (ix) equipping and furnishing of the new and existing buildings described above, (x) other miscellaneous renovations and capital improvements to the existing facilities described above or related to the Research Tower and working capital and (xi) payment of costs of issuance; (2) the financing of additional renovations to and equipping of the Borrower's buildings (including the Research Tower) at the Project Location described below which includes replacement and integration of certain systems into the existing capacity of the Research Tower's HVAC system in conformity with the original design plan for the research tower including replacement of aged air handlers, installation of improved piping for chiller water and elimination of certain HVAC units and exhaust fans, and integration into central system; and (3) the payment of costs of issuance and of terminating an interest rate swap related to the 2011 Bonds. Notice of an Intent to Remediate to an Environmental Standard (Sections 303(h)(1)(ii); 304(n)(1)(i)) Pursuant to the Land Recycling and Environmental Remediation Standards Act, the act of May 19, 1995, P.L. 4, No. 1995-2, notice is hereby given that Inolex, Incorporated has submitted to the Pennsylvania Department of Environmental Protection a Notice of Intent to Remediate (NIR) for a site located at 2101 South Swanson Street, Philadelphia, Philadelphia County. The facility manufactures chemicals for the personal care, hygiene, and cosmetics industries. Volatile/semivolatile organic compounds and acetone related to a fuel oil Site are present in groundwater. The proposed remediation measures will include removal of free product, groundwater monitoring, and implementation of engineering and/or institutional controls. The property will be used for its current (non-residential) purpose for the foreseeable future. Inolex plans to use the site-specific standard at the site. The Act provides for a 30-day public comment period for site-specific standard remediations. Until April 7, 2016, the City of Philadelphia may submit a request to Inolex to be involved in the development of the remediation plans or to develop and implement a public involvement plan for the site. PUBLIC NOTICE The Philadelphia Home Rule Charter establishes a Civil Service Nominating Panel, the function of which is to submit to the Mayor in writing the names of three qualified persons for each position to be filled on the Civil Service Commission. Mayor Kenney's office has notified the Nominating Panel of the need to fill a vacant position on the Commission. As Chair of the Panel, Amy Gutmann, President of the University of Pennsylvania, has been asked by the panel members to invite nominations of properly qualified persons from a broad range of potentially interested individuals and organizations. All nominations and applications received by March 29th, 2016 will be considered. According to the terms of the Home Rule Charter, no member of the Commission may be a member of any local, state or national committee of a political party, an officer or member of a committee or organization primarily devoted to partisan political purposes, or hold or be a candidate for public office. In addition, Commissioners must be in sympathy with the application of merit principles to public employment and are required to be residents of the City of Philadelphia or to acquire such residence within six months after their appointment. The major function of the Commission under the charter is to serve as an appellate tribunal in cases involving employees against whom disciplinary action has been taken. However, the Commission also has important advisory and supervisory functions, including advising the Mayor and the Personnel Director on problems concerning personnel administration in the City service, making investigations, and modifying or disapproving proposed civil service regulations. Notice of Intent to Remediate and Report Submittal Pursuant to Land Recycling and Environmental Remediation Standards Act, the Act of May 19, 1995, P.L. 4, No. 1995-2, notice is hereby given that Cardone Industries, Inc. will submit a Notice of Intent to Remediate (NIR) to the PADEP, Southeast Regional Office, for the Site located at 428-454 East Erie Ave., Philadelphia, Philadelphia County, PA. The property is owned by Common Market; Cardone is performing the remediation. This NIR states that ground-water at the Site has been found to be contaminated with petroleum-related compounds that are migrating onto the Site from an off-Site source. The NIR states that the remediation measures will demonstrate attainment of the Background Standard. Following submittal of the NIR, Cardone will submit a Final Report to PADEP for review.
